Cosmigo's ProMotion
An art program specializing in pixel art creation and animation. It is used heavily in the industry and is a great investment if you plan on making game art for a living.
GraphicsGale
Another good art program. It's not quite as robust as ProMotion, but it's cheaper and gets the job done.
